An Inter Ministerial Group (IMG) headed by a top official of the coal ministry decided to issue showcause notices to allottees of about 30 coal blocks for delay in developing these blocks.
At a recent meeting, the IMG reviewed the status of these 30 blocks excluding Bijahan already reviewed and Andhgram which has gone into production).
The companies, which include NTPC, Jindal Steel and Power, Tata Power, Birla Corp, among others, will have to clarify the reasons why they could not develop these coal blocks on time.
Based on their response, the IMG will decide whether to recommend de-allocation of some of these blocks and encashment of bank guarantees.
Some companies including Jindal Steel and Power as well as Monnet Ispat had several blocks that had not been developed, according to the IMG.
In the forthcoming meetings, the IMG will invite representatives of state governments as recommended by the Standing Committee on Coal and Steel (2012-13) in its report.
The committee had observed that states, which were the owners of minerals, should be involved in the process. As a result, the IMG would consider coal blocks state-wise.
