If the 12th Plan has its way, there should be a huge demand of BoP equipment and contractors to meet the power sector requirements, yet, as Purnendu Chaubey analyses, one of the challenges confronting the BoP business is lack of competency in execution of BoP projects. Once this is achieved, BoP could be offered as a package EPC project instead of piecemeal.
India added over 60,000 MW of generation capacity during the 11th Five Year Plan. However, the road ahead the 12th Plan hopes to add 100,000 MW is dotted with many challenges that result from the gaps that exist between what's planned versus what the power sector has been able to deliver. One of the reasons for the gaps is delay in execution of projects and simultaneously Balance of Plant (BoP) jobs which is primarily due to absence of sufficient and competent BoP players who can execute the job within stipulated time and cost. BoP job is one of the most important activities for successful operation of a plant. It is also important because the efficiency and standard of a power plant depends on BoP system.
In the recent past, it has been observed that most of the thermal power projects in the country are being hampered by lack of efficient BoP vendors and inadequate manufacturing capacity, not commensurate with the growing demands of the Indian power sector. Though, the necessity of manufacturing capability of main plant and Balance of Plant equipment to be commensurate with required capacity addition was realised long back. However, remarkable success was not achieved in BoP due to lack of effort in developing more and more vendors in this space. There has been due emphasis on growing the availability of main plant equipments in the country, however, BoP has never been perceived at par with the main plant due various reasons. India plans to add generation capacity of about 100,000 by the end of 12th Plan, 2017. Accordingly, the demand for BoP equipments will increase. Nevertheless, there are challenges that need to be tackled for reaching the target in stipulated time frame.

With the government's ambitious target of adding 1,00,000 MW during the 12th Plan, there is going to be huge requirement of BoP equipments and contractors to meet the requirement as shown in the table below:
Therefore there is an imminent need to bridge the gap between the demand and supply of the BoP contractors and equipments. To alleviate supply shortage of equipment two measures are being adopted enhancement of domestic equipment manufacturing capability by establishing JVs between Indian and foreign suppliers and second measure is procuring equipment directly from international markets. In both cases equipment sourcing needs to be managed effectively throughout the procurement cycle. For instance, it may be a challenge for new project owners to select a reliable supplier, monitor its performance and ensure the quality of supply on a sustained basis. Also, the timelines for availability of additional domestic equipment supply has not been clearly defined.
BoP integrator needs to have the core capability and competency as a preferred, trusted and reliable partner to the client in the construction of large power plants in the domains of civil, mechanical and electrical works. Also the preferred experience is start-to-end balance-of-plant equipments, materials and solutions such as coal and ash handling systems, intake water, water treatment plants, cooling water systems, air-conditioning and ventilation systems, fire protection systems, cooling towers and civil works and services. They should have strong demonstrated capabilities in engineering spanning from conceptualization stage, to feasibility studies, front-end design and complete detail design, ably supported by its in-house capabilities to provide engineering services in master planning, development, marketing and management.
