SCC India  Keep off vote bank interests from discoms | IPPAI
Improving the financial state and efficiency of distribution companies´ (Discoms) operations, allowing for renegotiation of Power Purchase Agreements (PPAs), delinking of coal from PPAs, and reducing risk for banks and ensuring implementation of open access, formed part of the top five broad suggestions made by Independent Power Producers Association of India (IPPAI) in its pre-Union Budget 20017-18 memorandum submitted to the Finance Ministry.

Remove duties on CRGO steel | IEEMA
Removal of import duties on Cold Rolled Grain Oriented (CRGO) electrical steel and integration of EDI (electronic data interface) system of Customs Department with that of the Excise in order to do away with duplication in documentation, are the important suggestions that the Indian Electrical & Electronics Manufacturers´ Association (IEEMA) has sought in its pre-budget 2017-18 submitted to the Ministry of Finance.

Green shoots in RECs
Renewable energy certificate (REC) mechanism, a market-based instrument introduced in 2010 to promote renewable energy and facilitate compliance of renewable purchase obligations (RPOs), has not received an enthusiastic response from the obligatory entities till recently.

Clarity on longevity of RECs must to promote RPO mechanism
Success of the RPO policy primarily depends on ensuring that obligated entities comply with this mechanism. This can be enforced through stricter compliance regulations and penalties for non-obligating entities. Possibly, if non-compliant entities can be mandated to purchase REC´s corresponding to their obligation for a calculated period of around 6 months - 1 year in the past, this may support clearing out of the current pending REC´s that are lying unredeemed.
