Distribution companies with best profitability (state discom) - Dakshin Gujarat Vij Company (DGVCL)

The company is involved in electricity sub-transmission, distribution and retail supply in the Gujarat and elsewhere. Their mandate is to establish and use a power system network, to buy and sell electrical energy and to collect information with an eye toward system improvements.

The Gujarat Electricity Industry (Re-Organisation & Regulation) Act 2003, paved the way for comprehensive reform and restructuring of the State Electricity Board (SEB) with an aim to restructure the electricity industry in a manner that would ensure long term viability and sustainability of the power sector in Gujarat.

As part of this, GEB was disaggregated into several autonomous entities.

The Electricity Act 2003, introduced competition by way of open access in the T&D field of electricity. The Act also provided for reorganization of SEBs through appropriate transfer schemes formulated by the states. The Government of Gujarat reorganised GEB functionally into a generation company, a transmission company and four distribution companies. Thereby, Dakshin Gujarat Vij Company Limited became functional on April 1, 2005.

The company is engaged in distribution of electricity in seven districts--Bharuch, Narmada, Surat (except part of Surat city), Tapi, Dangs, Navsari and Valsad in south Gujarat. It is a wholly owned subsidiary of government-owned Gujarat Urja Vikas Nigam Limited. It was incorporated with authorised capital of Rs 10 lakh divided into 100,000 equity shares of Rs 10/- each, and the same has been increased to Rs 500 crore.

High consumer base
DGVCL has about 24.53 lakh consumers with an annual growth rate (in consumer base) of about 5.16 per cent. Since the jurisdictional area of DGVCL on one hand encompasses one of the most industrialised regions in the golden corridor of Gujarat in addition to a perennially burgeoning urban area; and on the other hand, there is also the tribal belt and forest area, the role and responsibility of DGVCL as a discom therefore, assumes greater significance compared to private utilities which operate from major cities.

Awards and accolades

  • DGVCL has bagged ´Utilities and T&D Awards´Best Performing Utility ´ State (discom)´ for being India´s Best Performing and Operating PSE Distribution Utility 2013-14. The Award was bestowed upon DGVCL at the 8th Enertia Awards 2014 ´India´s Awards for Sustainable Energy and Power on November 27, 2014 in New Delhi.
  • Chairperson DGVCL and Director (Admin) GUVNL, Shahmeena Husain, IAS is recipient of ´Power Woman of the Year-Award for Emerging Leadership and Woman Achiever in the Power Sector´ at the 8th Enertia Awards 2014 for her yeomen contribution to the energy and power sectors.
