GST introduction will create a common market in India

Zhiguo Zhu, Senior Vice President and President - Module Business Unit of Trina Solar Limited

What are the opportunities you see for your sector in 2015?
The trend shows that the Indian government has recently taken big steps to combat climate change and develop clean energy. The new government has delivered on its promise to enhance the solar power capacity addition targets under the ambitious National Solar Mission announcing revised guidelines for capacity allocation. Moreover, the Narendra Modi-led government´s first budget has given high priority to renewable energy sector with an allocation of Rs 1,000 crore for development of ultra large solar power plants and solar parks.

The government´s move of discarding the antidumping duty proposal is a game-changer for the solar industry. This is a very prudent move as it has balanced the concerns of producers and manufacturers by removing these duties on solar imports from nations like the US and China. We believe, for such initiatives to succeed, it is crucial for both the local communities and industry players to work synergistically. The Indian government has taken the lead in promoting solar technology both at centralised and decentralised levels. The objective of the programme is to provide energy access to a population set that has limited or no access to grid-based systems. In order to achieve success even at a grassroots level, the government has plans to encourage both domestic and foreign players in setting up facilities in the country. We believe, for such initiatives to succeed, it is crucial for both the local communities and industry players to work synergistically.

Will the unrolling of GST make any difference to your operations?
Introduction of the Goods and Services Tax (GST) will create a common market in India, further making it easier to do business in the country. With the increase of international trade in services, the GST has become a preferred global standard. All OECD countries, except the US, follow this taxation structure. A unified GST is an economically efficient solution even for the multinationals, which have to compete with the companies in unorganised sector, as it simplifies the indirect tax structure to one general rate that can be paid by all companies.

Has the ´Make in India´ campaign made any difference to your operations?
Responding to Prime Minister Narendra Modi´s call, we are considering setting up a facility over the next few years in India. As far as ´Make in India´ is concerned, maybe we can make in India, supply in India and even export from India.
