Under the Renewable Energy Services Company (RESCO) mode, the Madhya Pradesh Urja Vikas Nigam has invited bids for rooftop solar projects with 33 MW capacity. Along with the Government of India’s goal to achieve 40 GW of solar rooftop installations by 2022, the Madhya Pradesh Government aims to implement 2200 MWp of rooftop solar projects and the current project under the RESCO mode is a step in that direction. The tender provides extensive information on site specific technical assessment and electricity consumption history, coordinates of each site, indicative solar PV array layout superimposed on the Google image, estimated solar PV plant capacity based on available roof area, etc.
The pre-bid meeting was attended by more than 60 prospective bidders from across the country and discussed on matters like parameters on project groups or institutions, Request for Proposal (RFP) features, Power Purchase Agreement (PPA) clauses, compensation, subsidies and termination clauses. In order to familiarise the industry with the RESCO mode and to help them bag the benefits of making savings and reducing carbon footprint by installing solar photo voltaic system on their rooftop, four business meets were held following the pre-bid meeting.
Up to 48 per cent subsidy of the typical cost of the rooftop solar system is provided by the Ministry of New and Renewable Energy and the Madhya Pradesh Government. In order to mobilise the advance against the bank guarantee to facilitate easy cash flow, almost half of it will be offered to the developer by MPUVNL, while the remaining subsidy can be paid once the project development is finished.
